Residential development forecasts assume the number of dwellings in Avalon Beach - Clareville will increase by an average of 15 dwellings per annum to 4,647 in 2041.

The addition of dwellings to the housing stock is a major driver of population growth in an area, providing opportunities for households to relocate from other areas or new households to form locally (such as young people leaving the family home or separations/divorces).

Residential development can take various forms depending on the availability of land.   • For the first 5-years, modelled dwelling additions are compared to and revised in accordance with what has actually occurred between 2016 and the date of the forecast, and approvals and construction which has commenced or is likely to commence over the next 2-3 years.
  • The period 5-10 years, modelled results are checked against Council strategies, known developments and key strategic sites and an analysis of potential supply.
  • Long term rates are checked against long-term strategies, regional demand and potential supply.
